What it actually is
Form BOC-3 designates a process agent — a person or company that can accept court documents on your behalf — in each state you operate. Nearly everyone uses a blanket agent: one company covering all states with a single electronic filing.
Why you can't file it yourself
Only the process agent (or their network) may submit the BOC-3 electronically to FMCSA. Your job is simply to pick an agent, pay their fee, and give them your MC/USDOT numbers. Filings post to FMCSA typically within a day.
What it should cost
One-time fees run $20–60 for the filing itself; some agents bundle 'lifetime' coverage, others charge small annual fees. Anything above that range is markup — shop around. Your authority cannot activate until FMCSA shows the BOC-3 on file, so do this immediately after applying for authority.
